Key facts of violation
As the official agent for the electoral campaign of Michael Dionne, the Parti Patriote candidate in the electoral district of Rivière-des-Mille-Îles during the 44th federal general election (held on September 20, 2021), Donald Proulx was required by subsection 477.59(1) of the Canada Elections Act (the Act) to provide the Candidate’s Electoral Campaign Return and other required documents (Return) to the Chief Electoral Officer within four months after polling day.
The deadline to submit the Return was January 20, 2022. Elections Canada's records show that, as of January 24, 2024, the Return had not been provided to the Chief Electoral Officer.
There are therefore reasonable grounds to believe that Donald Proulx failed to provide the Return within four months after polling day, as required by subsection 477.59(1) of the Act.
