Final Disposition at Trial – October 30, 2017

Accused: Henry N.R. Jackman of Toronto, Ontario
Facts: On April 11, 2017, six charges were sworn under the Canada Elections Act in the Provincial Court of Ontario. The charges resulted from an investigation into events that took place between January 1, 2008, and December 31, 2013.
Offence: Henry N. R. Jackman was charged with:
  • wilfully making contributions to a registered association or candidate, of a particular registered party, between January 1, 2008, and December 31, 2008, that exceeded the contribution limits established by the Canada Elections Act;
  • wilfully making contributions to registered associations, of a particular registered party, between January 1, 2010, and December 31, 2010, that exceeded the contribution limits established by the Canada Elections Act;
  • wilfully making contributions to registered associations or candidates, of a particular registered party, between January 1, 2011, and December 31, 2011, that exceeded the contribution limits established by the Canada Elections Act;
  • wilfully making contributions to registered associations, of a particular registered party, between January 1, 2012, and December 31, 2012, that exceeded the contribution limits established by the Canada Elections Act;
  • wilfully making contributions to a registered association, of a particular registered party, between January 1, 2012, and December 31, 2012, that exceeded the contribution limits established by the Canada Elections Act; and
  • wilfully making contributions to leadership contestants, of a particular leadership contest, between December 1, 2012, and December 31, 2013, that exceeded the contribution limits established by the Canada Elections Act.
Plea: On October 30, 2017, Henry N.R. Jackman pleaded guilty to the following:

Between the 1st day of January 2008 and the 31st day of December 2012, at or near the City of Toronto, or elsewhere in the Province of Ontario, did wilfully make contributions, that exceeded the contribution limit in any calendar year, to the registered associations and candidates of a particular registered party, to wit: in 2008 to the Liberal Party of Canada, the total of which exceeded the contribution limit of $1,100; in 2010 to the Conservative Party of Canada, the total of which exceeded the contribution limit of $1,100; in 2011 to the Conservative Party of Canada, the total of which exceeded the contribution limit of $1,100; in 2012 to the Conservative Party of Canada, the total of which exceeded the contribution limit of $1,200; and in 2012 to the Liberal Party of Canada, the total of which exceeded the contribution limit of $1,200, contrary to paragraph 405(1)(a.1) of the Canada Elections Act, S. C. 2000, c. 9 as amended, thereby committing an offence contrary to paragraph 497(3)(f.13) of the Canada Elections Act.
Sentence: A fine of $1500
