Between August 4, 2015 and December 7, 2016, Charles Poulin did, in the judicial district of Saint-François, or elsewhere in the province of Quebec, commit theft of a value of over $5,000 which belonged to the candidate's electoral campaign, to the detriment of the Receiver General, the Conservative Party of Canada or of its association in the electoral district of Brome–Missisquoi, as well as to the detriment of a creditor of the campaign, contrary to the provisions set out in subsection 322(1) of the Criminal Code, thereby committing the indictable offence provided for and punished under paragraph 334(a) of the Code.
