As the financial agent for Justine McIntyre, a Liberal Party of Canada contestant in the electoral district of Pierrefonds–Dollard, during the 2019 nomination contest, Frantzy Charles was required, by virtue of subsection 476.75(7) of the Act, to file the Nomination Contestant’s Campaign Return (Return), within four months after the selection date. The deadline to submit the Return was February 21, 2020.
Elections Canada has confirmed that the Return was submitted to the Chief Electoral Officer on March 23, 2021, 395 days after the deadline. There are therefore reasonable grounds to believe that Frantzy Charles failed to provide the Return within four months after the selection date, as required by subsection 476.75(7).
