As the financial agent for Richard L. Wong, a nomination contestant in the 2019 Liberal Party of Canada contest in the electoral district of Edmonton Riverbend, Stephanie Wong was required, by virtue of subsection 476.75(7) of the Act, to file the Nomination Contestant's Campaign Return (Return), and provide the required documents to the Chief Electoral Officer, within four months after the selection date.

In this instance, the deadline to provide the Return was February 21, 2020, and it was provided on July 8, 2021, 502 days after the deadline.

There are therefore reasonable grounds to believe that Stephanie Wong failed to provide the Return within four months of the selection date, as required by subsection 476.75(7).
