As the financial agent for Tamur Shah, a Liberal Party of Canada contestant in the electoral district of Oakville during the 2019 nomination contest, Abdus Sami Syed was required, by virtue of subsection 476.75(7) of the Act, to file the Nomination Contestant's Campaign Return (Return) and required documents within four months after the selection date. The deadline to submit the Return was October 15, 2019.

Elections Canada confirmed that the Return was submitted to the Chief Electoral Officer on February 8, 2021, 481 days after the deadline.

There are therefore reasonable grounds to believe that Abdus Sami Syed failed to provide the Return within four months after the selection date, as required by subsection 476.75(7) of the Act.
