As the financial agent for Jean-Claude Dubuisson, a nomination contestant in the electoral district of Orleans during the 2019 Liberal Party of Canada contest, Charles Henry Dubuisson was required, by virtue of subsection 476.75(1) of the Act, to file the Nomination Contestant's Campaign Return (Return). The deadline to submit the Return was February 21, 2020.
Elections Canada’s records confirmed that as of April 25, 2022, the Return had not been submitted to the Chief Electoral Officer.
There are therefore reasonable grounds to believe that Charles Henry Dubuisson failed to provide the Return, as required by subsection 476.75(1).
