As the financial agent for Ruben Marini, a nomination contestant in the 2019 Liberal Party of Canada nomination contest in the electoral district of Renfrew--Nipissing--Pembroke, Christopher John Carroll was required, by virtue of subsection 476.75(7) of the Act, to file the Nomination Contestant's Campaign Return and other required documents (Return) within four months after the selection date. The deadline to submit the Return was December 2, 2019.

Elections Canada has confirmed that the Return was submitted to the Chief Electoral Officer on February 9, 2021, 434 days after the deadline.
