Key facts of violation
As the Official Agent for the electoral campaign of Robert Bruce Fraser, a Veterans Coalition Party of Canada candidate during the 43rd federal general election held on October 21, 2019, Michaela Fraser was required, by virtue of subsection 477.59(7) of the Act, to file the Candidate’s Electoral Campaign Return (Return), within four months after polling day. The deadline to submit the Return was February 21, 2020.
Elections Canada has confirmed that the Return was submitted to the Chief Electoral Officer on August 13, 2020, 174 days after the deadline. There are therefore reasonable grounds to believe that Michaela Fraser failed to provide the Return within four months of polling day, as required by subsection 477.59(7).
