As the financial agent for Phil Ricard, a nomination contestant in the 2019 Liberal Party of Canada contest in the electoral district of Pierrefonds–Dollard, Thomas Hamilton-Piercy was required, by virtue of subsection 476.75(7) of the Act, to file the Nomination Contestant's Campaign Return and the required documents (Return)to the Chief Electoral Officer, within four months after the selection date.
In this instance, the deadline to provide the Return was February 21, 2020, and it was provided on May 28, 2021, 461 days after the deadline.
There are therefore reasonable grounds to believe that Thomas Hamilton-Piercy failed to provide the Return within four months of the selection date, as required by subsection 476.75(7).
