As the financial agent for Élisabeth Brière, a contestant in the electoral district of Sherbrooke during the 2019 Liberal Party of Canada nomination contest, Alain Bellemare was required, by virtue of subsection 476.75(7) of the Act, to file the Nomination Contestant's Campaign Return (Return) within four months after the selection date. An extension for the submission has been granted and the deadline to submit the Return was March 23, 2020.
Elections Canada confirmed that the Return was submitted to the Chief Electoral Officer on May 19, 2021, 422 days after the deadline.
There are therefore reasonable grounds to believe that Alain Bellemare failed to provide the Return within four months after the selection date, as required by subsection 476.75(7).
