As the official agent for the electoral campaign of Nancy Ghuman, candidate for the Green Party of Canada in the electoral district of Etobicoke North during the 43rd general election held on October 21, 2019, Bradley Chin was required, under subsection 477.59(7) of the Act, to file the Candidate's Electoral Campaign Return (Return) and required documents within four months of polling day. The deadline to submit the Return was February 21, 2020.

Elections Canada's records confirm that the Return was submitted to the Chief Electoral Officer on April 19, 2021, 422 days after the deadline. There are therefore reasonable grounds to believe that Bradley Chin was in violation of the requirement to provide the Return within four months of polling day, as required by subsection 477.59(7).
